Vinh Tan 4 Thermal Power Plant Project, invested by EVN Power Generation Corporation 3 (EVNGENCO 3), has two – 600 MW units with total capacity of 1,200 MW. It is one of 4 thermal power plants belonging to Vinh Tan Power Complex with the combined capacity of 5,600 MW at Vinh Tan Commune, Tuy Phong District, Binh Thuan Province. This is the biggest coal-fired Thermal Power Complex in Vietnam, and once completed will meet the demand for supplying power directly in the South Central Coast regions and Southern provinces.
The total capital of Vinh Tan 4 Thermal Power Plant is over VND 36.7 trillion under a USD 1.36 billion EPC contract (Engineering – Procurement - Construction), 85% of which is funded by credit loans of Korean Eximbank (KEXIM), Korea Trade Corporation (K-Sure), Japan for International Cooperation (JBIC) and Nippon Export and Investment Insurance (NEXI). The remaining 15% is covered by the investor’s reciprocal capital.
The EPC contract was signed on December 23rd 2013 between EVNGENCO 3 and Consortium of Doosan Heavy Industries & Construction (DHI, Korea), Mitsubishi Corporation (MC, Japan), Pacific Corporation(PAC, Vietnam) and Power Engineering Consulting Joint Stock Company 2(PECC2). Power Engineering Consulting Joint Stock Company 3 (PECC3), along with foreign sub-contractors is the Owner’s Consultant in Construction Supervision.
This is also the first EPC Contract of Power Plant in which a domestic consulting company (Power Engineering Consulting Joint Stock Company 2 – PECC2) has participated as a member of the EPC Consortium of Contractors to take over the work of the project, especially designing. Participation in the Consortium of foreign Contractors creates prospects in accumulation of experiences, improvement of competence in power consulting, designing constructing and competition as well as developing capability of becoming the Main Contractor for local companies, thus generating employment in compliance with the Instruction 494/CT-TTg dated October 20th 2010 of the Prime Minister.
Prime Minister Hoang Trung Hai launched an order to start the construction of Vinh Tan 4 Thermal Power Plant
Vinh Tan 4 Thermal Power Plant uses the traditional condensated technology with ultra supercritical parameter, high performance and advanced firing technology which is suitable for imported high quality coal. This plant ensures the Vietnamese and International high criteria of availability, performance, stability, safety and environmental protection thanks to applying advanced technology in minimizing environment pollution such as dust filtering, NOx reduction, SOx elimination and waste water treatment …
The coal source shall be transported to the plant by shipping with the loading capacity of 100,000 DWT. The consumption of coal which is expected to be imported from abroad for Vinh Tan 4 Thermal Power Plant is about more than 3.7 million tons per year.
As scheduled, the first turbine is expected to put into operation after 46 months of installation and construction (at the end of 4th quarter in 2017) and 52 months for the second in another six months (at the end of 3rdquarter of 2018). The plant will be connected to the national electricity system through 500kV synchronized grid.
Once completed and fully operated, Vinh Tan 4 Thermal Power Plant is expected to generate about 7.2 billion kWh per year for the country’s power network, contribute to decreasing the power supply dependence of electrical system on hydropower, especially in the dry season and drought years, as well as the power transmission capacity from the North to the South, which helps decrease electricity loss and increase the safety, stability and economization in the operation of the electricity system.
Deputy Prime Minister Hoang Trung Hai highly valued the construction of Vinh Tan 4 Thermal Power Plant as Vietnam’s power demand is rising sharply
Speaking at the ceremony, Deputy Prime Minister Hoang Trung Hai praised the contribution Vietnam Electricity’s effort in predicting that the country is likely to face with power shortage in the South and actively proposing the design and preparation for this project to supplement timely for the Electricity Planning 7 to ensure power supply for the Southern power system from 2018
The Deputy Prime Minister emphasized that the construction of Vinh Tan 4 Thermal Power Plant plays an important role in contributing to ensure the power supply capacity safely and economically for the Southern regions. Thus, this contributes to reduce the transmission power capacity from the North to the South and power loss, increase the safety, stability and economization in power operation.
The leader also regarded the project as a new development of the domestic power sector as this is the first large-scale coal-fired thermal power plant designed by a domestic consultant company - Power Engineering Consulting Joint Stock Company 2 (PECC2), in which the domestic resource proportion for the project is very high.
Addressing at the Ceremony, Deputy Prime Minister emphasized the project’s importance and asked Vietnam Electricity to coordinate closely with the contractor to implement the construction in compliance with the current regulations on management of investment and quality of construction, ensure the safety and compliance with the project schedule and commitments. Binh Thuan Province is required to pay attention to the living of people in ROW to have better life than that of the old place.

Also in the morning of March 9th 2014, Deputy Prime Minister Hoang Trung Hai visited the Vinh Tan 2 Thermal Power Plant and Coal Harbor for Vinh Tan Thermal Complex. Vinh Tan 2 Thermal Power Plant has total capacity of 1,244MW, including 2 units of 622MW. It is expected to burn coal for testing and the commissioning test of 622MW Power Unit 1 on March 15th.
In accordance with the plan, the Unit 1 of Vinh Tan 2 Thermal Power Plant will complete the commercial power generation in July and Unit 2 will be in April 12th 2014. However, during the running test, for the first 6 months of 2014, Vinh Tan 2 Thermal Power Plant will be expected to provide about 600 million kWh for the system, contributing to ensuring the power supply for the South in the dry season of 2014.
