Inaugural Ceremony of Dak Mi 3 Hydropower Plant

The ceremony was honored by the presence of Mr. Pham Hong Ha, Minister of Construction, leader representatives of the Ministry of Industry and Trade, the Ministry of Natural Resource and Environment, Mr Tran Dinh Tung - Vice Chairman of the Quang Nam Provincial People’s Committee and leaders of Phuoc Son District.

The Dak Mi 3 Hydropower Project is the third of four hydropower cascades belong to the hydro power plan on the Dak Mi River, a branch of Vu Gia – Thu Bon River System. The planning adjustment was approved by the Ministry of Industry and Trade at the Decision No. 0427/QĐ-BCT dated 31/8/2007 and the Decision No. 1923/QĐ-BCT dated 19/5/2016. The project is located in Phuoc Chanh, Phuoc Cong, Phuoc Loc, Phuoc Kim and Phuoc Hoa Communes, in Phuoc Son District, Quang Nam Province.

The plant construction was commenced on 29th April 2014, including 2 units with total installed capacity of 63MW, total investment capital of VND 1,626 billion and expected to contribute an additional source to National Power Grid with total annual average production of 211.9 million kWh. Besides, the Dak Mi 3 Hydropower Project is considered as one of the high economic efficiency ones in the hydropower system of the Vu Gia - Thu Bon Rivers.

In order to reach high economic efficiency, Power Engineering Consulting Joint Stock Company 2 (PECC2), as the Design Consultant, has helped the Owner optimize the project by modifying the technical design that previously made by another party, then implemented construction drawings for the project. Thanks to PECC2’s design solutions applying new technology in the world, the total investment of the project was reduced by nearly VND 200 billion (11%) while the installed capacity was increased by 7MW (12.5%), leading the increase in annual electricity output by 13.3 million kwh (6.7%) and the construction schedule shortened to 6 months ahead in comparison with the previous technical design.

The outstanding feature of the project is a piano - styled free spillway of 144m long and 34m high, especially with the head over crest of 5m. Up to now, it is the piano spillway with the highest head under operation in Vietnam.

After 3 years of construction, the Dak Mi 3 Plant complied completely with the safety regulations, technical requirements, as well as ensured cost saving and schedule completion. The 1st Unit H1 of the plant was synchronized to the National Power Grid on 30th May 2017 and the 2nd Unit on July 18th 2017.

Dak Mi 3 piano - styled free spillway

Addressing at the inauguration ceremony, Mr. Tran Dinh Tung, Vice Chairman of Quang Nam Provincial People's Committee requested IDICO to operate Dak Mi 3 Hydropower Plant in accordance with the process of reservoir operation approved by the Ministry of Industry and Trade. IDICO is required to coordinate with the departments of the province and the Phuoc Son District People's Committee in the operation of reservoir Dak Mi 3 Hydropower to ensure safety for the downstream area. Besides implementing flood control alternatives approved, IDICO is required, in coordination with local authorities, to propagate the operation of the Dak Mi 3 reservoir, give warnings about floods and storms to the residents of downstream area, and support residents  in the project area for economic development and living settlement.

The Minister of Construction, Mr. Pham Hong Ha expressed that the Ministry leaders give high appreciation of IDICO's efforts, determination and success in hydropower projects. The successful synchronization of Dak Mi 3 not only complements a considerable output to the Central Power Grid, but also generates benefits to IDICO and the Power Sector.  The operation of the plant is expected to promote the combined economy, society and defense advantages, enhance socio-economic development of the locality and surrounding areas.
